How to add a Fee when no send/receive amount?

I’m creating a universal csv import file for my cosmos activity and I have a “Delegated” fee transaction. This transaction has a zero send/receive amount but has a fee of 0.011443 ATOM.

How should I be entering this into the csv? Entering it with blank send/receive amounts causes the load of the transaction to fail.
